A St. Paul man has been charged with sexually assaulting a 13-year-old girl last 12 months, then soliciting her 14-year-old friend for sex with a promise of cash.

Xang Vang assaulted the 13-year-old girl at a Maplewood park in August after communicating together with her through Snapchat and email, in line with felony charges filed against him in Ramsey County District Court.

The girl recently told police Vang gave her vape pens afterward. She described him as a “sugar daddy,” the costs say.

Vang went to a unique Maplewood park on April 19 to satisfy the 14-year-old girl for sex, the costs say. He was met by police, as a substitute, and arrested.

Vang, 37, was charged Friday with one count each of first-degree criminal sexual conduct, solicitation of a baby to have interaction in sexual conduct and fascinating in electronic communication describing sexual conduct with a baby.

He was released from the Ramsey County jail on Friday after posting a $250,000 bond.

On Wednesday, Vang’s attorney Ryan Garry said in an email: “My client is presumed 100% innocent and we will likely be handling these allegations in court.”

In response to the criminal grievance, Maplewood police received a tip on April 18 a couple of man who was communicating with a 14-year-old girl and attempting to solicit sex from her. He was identified as Vang.

Police used the girl’s mobile phone to pose as her and proceed a conversation with Vang. He reached out to her on April 19, asking how much money she wanted in exchange for sexual acts. He agreed to satisfy her outside her middle school.

Police arrange surveillance and apprehension teams, then directed Vang to an area near Wakefield Park in Maplewood. Vang circled the world several times in his SUV before pulling into the spot requested by police. He had $200 money on him.

After his arrest, the 13-year-old girl went to police to inform them in regards to the sexual assault. She said a highschool student told her about him.

Police found text messages between the 2 girls with details in regards to the assault. After Vang picked the girl up at her home around midnight Aug. 9, they went to Gladstone Savanna Park, in line with the grievance. After a sex act, he gave her vape pens, in line with the grievance.

The girl said Vang wanted her to “recruit” her 14-year-old friend after seeing an internet photo of them together, the grievance states.

Police reviewed text messages between the women, discussing what Vang was in search of, how much money he would pay for sexual acts and where it will happen, in line with the grievance.
